Abstract: AUTH: SEC 8 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (PL-93-383, STAT 664). THE FORM IS USED TO ESTABLISH THE UTILITY COSTS THE PHA WILL SUBSIDIZE FOR SEC 8 TENANTS WHO PAY THEIR OWN UTILITIES. PHAS ARE REQUIRED TO UPDATE THE UTILITY ALLOWANCES ANNUALLY TO ACCOUNT FOR CHANGES IN RATES.
