Abstract: THE GSA FORM 3040 IS COMPLETED BY EACH STATE AGENCY FOR SURPLUS PROPERTY TO REPORT THE CATEGORIES FOR WHICH DONATED PROPERTY IS DISTRIBUTED. THE FORM PROVIDES GSA WITH ESSENTIAL MANAGEMENT INFORMATION AND IS THE MAJOR SOURCE FOR REPORTS TO CONGRESS CONTAINING AN ASSESSMENT OF THE DEGREE TO WHICH DESTRIBUTION OF SURPLUS PROPERTY HAS MET THE VARIOUS NEEDS OF ELIGIBLE DONEES.
