Abstract: WHEN NASA GRANTEES AND CONTRACTORS RECEIVE ADVANCE PAYMENTS, EITHER THROUGH LETTER OF CREDIT OR BY TREASURY CHECK, RECIPIENT ORGANIZATIONS ARE REQUIRED TO SUBMIT THIS REPORT TO ALLOW NASA TO REVIEW THE USE OF FUNDS ADVANCED AND TO PROVIDE CASH REQUIREMENT PROJECTIONS FOR FINANCIAL MANAGEMENT PURPOSES. THIS REQUIREMENT IS REQUIRED BY OMB CIRCULAR A-110 AND TREASURY CIRCULAR 1075.
