Abstract: ATTACHMENT M OF FEDERAL MANAGEMENT CIRCULAR 74-7 PROMULGATED STANDARD FORMS TO BE USED BY STATE AND LOCAL GOVERNMENTS IN APPLYING FOR ALL FEDERAL GRANTS UNDER CONSTRUCTION AND NON CONSTRUCTION PROGRAMS.
