Abstract: PL 94-484 AUTHORIZED THE SCHOLARSHIP FOR FIRST YEAR STUDENTS OF EXCEPTIONAL FINANCIAL NEED PROGRAM, DESIGNATED AS SECTION 758 OF THE PHS ACT. SINCE FUNDS UNDER THIS PROGRAM ARE INTENDED TO ASSIST FIRST YEARS HP STUDENTS WITH EXCEPTIONAL FINANCIAL NEED, IT IS NECESSARY TO HAVE A MEANS OF: (1) IDENTIFYING THE STUDENTS, (2) AWARDING THE SCHOLARSHIPS AND (3) ADMISTERING, THE FUNDS. THE HP SCHOOLS WILL ACT AS INTERMEDIARY BETWEEN THE PHS AND THE SHOLARSHIP RECIPIENT
