Abstract: THIS REPORTING REQUEST WAS DEVELOPED AS A RESULT OF THE EFFORTS OF THE UNITED STATES AND A NUMBER OF OTHER FREE WORLD COUNTRIES TO INCREASE THE EFFECTIVENESS OF THEIR CONTROLS OVER INTERNATIONAL TRADE IN STRATEGIC COMMODITIES. THE RESULT WAS THE IMPORT CERTIFICATE/ DELIVERY VERIFICATION (IC/DV) PROCEDURE.
