Abstract: THE 1965 FEDERAL WATER PROJECT RECREATING ACT (P.L. 89-72) DIRECTED THAT OUTDOOR RECREATION AREAS... "SHALL BE CONSTRUCTED, OPERATED AND MAINTAINED ACCORDINGLY." (I.E.
