Abstract: THIS DEMONSTRATION TEST THE VALUE OF PREPURCHASE COUNSELING ON MORTGAGORS, MORTGAGEES AND THE HUD/FHA INSURANCE FUNDS. THE INFORMATION COLLECTED WILL PROVIDE BETTER INSIGHT INTO THE MOST SUITABLE TYPE OF COUNSELING, OUTREACH, AND PROGRAM ADMINISTRATION.
