Abstract: THE IAF LEGISLATION (PL 91-173), AUTHORIZES THE FOUNDATION TO "STRENGTHEN THE BONDS OF FRIENDSHIP AND UNDERSTANDING AMONG THE PEOPLES OF THIS HEMISPHERE" AND TO "STIMULATE AND ASSIST EFFECTIVE EVER WIDER PARTICIPATION OF THE PEOPLE IN THE DEVELOPMENT PROCESS."
