Abstract: UNDER THE MINERAL LEASING ACT OF 1920 (41 STAT. 437; 30 U.S.C. SEC 181) BLM HAS THE AUTHORITY TO ISSUE LEASES FOR OIL AND GAS ON PUBLIC AND ACQUIRED LANDS IN ALASKA AND THE CONTIGUOUS 48 STATES. THIS FORM IS NECESSARY TO DOCUMENT QUALIFICATIONS OF APPLICANTS FOR THE SPECIAL BENEFITS AUTHORIZED UNDER THE ACT OF 1920 AND TO SPECIFICALLY DESCRIBED THE AREA LEASED, TOGETHER WITH ANY SPECIAL TERMS AND CONDITIONS NECESSARY FOR SAFE, ENVIRONMENTALLY SOUND OPERATIONS UNDE
