Abstract: WHEN A DEFINITE ORDER FOR EXPORT HAS NOT BEEN RECEIVED FOR A PENDING SHIPMENT, AN APPLICANT FOR AN EXPORT LICENSE MAY REQUEST A WAIVER OF THE ORDER REQUIREMENT TO OBTAIN LICENSE. TO SECURE SUCH A WAIVER, THE APPLICANT MUST SUBMIT TO OEA, WITH HIS APPLICATION, A STATEMENT THAT EXPLAINS IN FULL, THE REASONS WHY AN EXCEPTION TO THE ORDER REQUIREMENT SHOULD BE GRANTED.
