NOT BEEN RECEIVED FOR A PENDING SHIPMENT, AN APPLICANT FOR AN
EXPORT LICENSE MAY REQUEST A WAIVER OF THE ORDER REQUIREMENT TO
OBTAIN LICENSE. TO SECURE SUCH A WAIVER, THE APPLICANT MUST SUBMIT
TO OEA, WITH HIS APPLICATION, A STATEMENT THAT EXPLAINS IN FULL,
THE REASONS WHY AN EXCEPTION TO THE ORDER REQUIREMENT SHOULD BE
GRANTED. IF THE EXCEPTION IS GRANTED, CERTAIN CONDITIONS OR
LIMITATIONS MAY BE IMPOSED ON THE EXPORT AS SPELLE
