Abstract: APPLICATION FOR PRODUCERS WHO HAVE PROJECTS CAPABLE OF PRODUCING OIL BUT CANNOT DO SO BECAUSE OF ECONOMICS. ALLOWS PRODUCERS TO APPLY FOR PRICE INCENTIVES THAT WILL ALLOW THEM TO PRICE THEIR OIL AT THE UPPER TIER OR WORLD PRICE - MAKING IF FEASIBLE TO LIFT OIL THAT WOULD ORDINARILY REMAIN IN THE GROUND.
