PRESUMTION THAT THE BENEFITS FAR OUTWEIGH THE RISKS. VACCINATIONS
CAN PREVENT SERIOUS DISEASE. IT IS NECESSARY TO MAINTAIN
SURVEILLANCE OF POTENTIAL RISKS OF VACCINATION TO CONTINUALLY
RECALCULAT WHETHER INDIVIDUAL VACCINATIONS ARE, ON BALANCE, GOOD
FOR PEOPLE.
