Abstract: THE PUBLIC TELECOMMUNICATIONS FINANCING ACT OF 1978 AUTHORIZES GRANTS TO BE AWARDED FOR THE PLANNING AND CONSTRUCTION OF PUBLIC TELECOMMUNICATIONS FACILITIES. AWARDING WILL BE BASED ON THE ASSESSMENT OF INFORMATION INCLUDED IN THE PROPOSALS SUBMITTED FOR GRANT FUNDING.
