Abstract: THIS REPORT WAS DEVELOPED TO MEET THE REQUIREMENTS OF 20 CFR 676.30. THIS SECTION OF THE CETA REGULATIONS ESTABLISHES THE CONDITIONS AND CIRCUMSTANCES BY WHICH THE DEPARTMENT OF LABOR WOULD PROVIDE WAIVERS TO PRIME SPONSORS WHEN PSE PARTICIPATION LIMITATIONS UNDER REAUTHORIZED CETA HAVE BEEN EXCEEDED.
