Abstract: THE CRA OF 1968, REQUIRED HUD TO FORWARD COMPLAINTS TO STATE/LOCAL AGENCIES ADMINISTERING FAIR HOUSING LAWS, WHICH HAVE BEEN DETERMINED SUBSTANTIALLY EQUIVALENT TO TITLE VIII.
