Abstract: THIS STUDY WAS MADE TO PROVIDE GOVERNMENT OFFICIALS WITH A BETTER UNDERSTANDING OF THE ACTIVITIES OF, AND PROBLEM AREAS FACED BY SMALL R&D FIRMS. SUCH INFORMATION CAN THEN BE USED IN THE FORMULATION OF SCIENCE POLICY AND IN THE ANALYSIS OF THE STRUCTURE AND CHARACTERISTICS OF INDUSTRIAL R&D ACTIVITIES. SINCE THE DATE OF THE CONTRACT WAS SEPTEMBER 15, 1979 TO DECEMBER 30,1979, THE FINAL REPORT WAS PREPARED IN TIME FOR THE WHITE HOUSE CONFERENCE ON SMALL BUSINESS
