Abstract: THE BCRR ASSURES COMPLIANCE WITH LEGISLATIVE MANDATES, ACCURATE REPORTING TO THE CONGRESS, ALLOCATION OF RESOURCES TO THE REGIONAL OFFICES AND GRANTEES, AND PROVIDES FOR MORE EFFECTIVE PROGRAM EVALUATION AND INTEGRATION. THE DUAL ADVANTAGE OF THE BCRR IS THAT IT HAS REDUCED GRANTEE REPORTING BURDENS TO MINIMUM LEVELS WHILE AT THE SAME TIME PROVIDING THE INFORMATION NECESSARY TO ACHIEVE EFFECTIVE PROGRAM MANAGEMENT.
