Abstract: THE REAL ESTATE SETTLEMENT PROCEDURES ACT (12 USC 2601 ET SEQ) REQUIRES SETTLEMENT AGENTS TO PROVIDE PARTICIPANTS WITH SETTLEMENT COSTS IN FEDERALLY RELATED MORTGATE TRANSACTIONS ON A STANDARD FORM PRESCRIBED BY HUD. THE PURPOSE IS TO PROTECT CONSUMERS FROM INFLATED SETTLEMENT COSTS. HUD-9596, WITH HUD-1, IS REQUIRED IN THE CLOSING OF SALES OF HUD-HELD PROPERTIES AND PROVIDES THE REQUIRED CERTIFICATION AND ACCOUNTING DATA THAT ARE NOT AVAILABLE ON HUD-1
