THE TOBACCO SEED AND PLANT EXPORTATION
ACT (7 U.S.C. 516) REQUIRES THAT NO TOBACCO SEED OR LIVE PLANTS MAY
BE EXPORTED FROM THE U.S. OR ANY TERRITORY TO ANY FOREIGN COUNTRY
UNLESS AUTHORIZED IN ADVANCE BY A WRITTEN PERMIT OF THE SECRETARY
COUNTERSIGNED BY THE DIRECTOR. THE INTENT OF THE ACT IS TO PROTECT
U.S. TOBACCO GROWERS FROM FOREIGN COMPETITION. HOWEVER, THE LAW HAS
CEASED TO HAVE ANY PRACTICAL EFFECT AND THE DEPARTMENT HAS
REQUESTED THAT THE ACT BE REPEALED
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
