Abstract: IN ORDER TO EFFECTIVELY ADMINISTER THE ASPECT OF THE MOTOR CARRIER SAFETY PROGRAM WHICH INVOLVES SHIFTING OR FALLING CARGO, IT IS NECESSARY TO MONITOR AND ANALYZE SUCH ACCIDENTS. UP-TO-DATE AND ACCURATE INFORMATION ON ACCIDENTS IS NECESSARY TO SUPPORT NEEDED RULE CHANGES.
