Abstract: CETA AMENDMENTS OF 1978 STATE: "IN ORDER TO RECEIVE FINANCIAL ASSISTANCE UNDER THIS ACT A PRIME SPONSOR SHALL SUBMIT TO THE SECRETARY A COMPREHENSIVE EMPLOYMENT AND TRAINING PLAN. SUCH PLAN SHALL CONSIST OF A MASTER PLAN AND AN ANNUAL PLAN." (SECTION 103 (A)). IN ADDITION, "THE SECRETARY SHALL ESTABLISH PROCEDURES FOR SUBMITTAL, APPROVAL, AND IMPLEMENTATION OF CHANGES IN THE COMPREHENSIVE EMPLOYMENT AND TRAINING PLAN, TOGETHER WITH ANY REPORT
