Abstract: THIS INFORMATION COLLECTION IS REQUIRED BY U.S.C. 7117 (D) (1) WITH FINAL IMPLEMENTING REGULATIONS ISSUED BY FLRA ON JANUARY 17, 1980 TO ADMINISTER MAJOR PORTIONS OF THE FEDERAL SERVICE LABOR-MANAGEMENT PROGRAM. THIS FORM IS REQUIRED BY USE BY LABOR UNIONS FILING FOR NATIONAL CONSULTATION RIGHTS AS AN EXCLUSIVE REPRESENTATIVE FOR EMPLOYEES WITH THE FLRA, IF A FEDERAL AGENCY DOES NOT RESPOND IN A TIMELY MANNER OR DENIES THE UNION'S REQUEST
