Abstract: THE RAILROAD RETIREMENT ACT PROVIDES FOR PAYMENT OF BENEFITS DUE AN INCOMPETENT ANNUITANT TO A REPRESENTATIVE PAYEE APPOINTED TO RECEIVE PAYMENTS IN THE ANNUITANT'S BEHALF. THE APPLICATION WILL OBTAIN INFORMATION NEEDED FOR SELECTION OF A REPRESENTATIVE PAYEE OR SUBSTITUTE PAYEE WHO WILL SERVE IN THE BEST INTEREST OF THE INCOMPETENT BENEFICIARY.
