Abstract: SECTION 8(A) OF THE U.S. GRAIN STANDARDS ACT AUTHORIZES THE ADMINISTRATOR TO ISSUE A LICENSE TO ANY INDIVIDUAL TO PERFORM SPECIFIED INSPECTION AND/OR WEIGHING FUNCTIONS UPON PRESENTATION TO HIM OF SATISFACTORY EVIDENCE THAT THE INDIVIDUAL IS IMPLOYED BY AN OFFICIAL AGENCY, DOES NOT HAVE A CONFLICT OF INTEREST, AND IS COMPETENT TO PERFORM THE FUNCTIONS.
