Abstract: THE PURPOSE OF THIS STUDY IS TO DEAL WITH TWO PROBLEMS; (1) PROVIDE A GENERAL DESCRIPTION OF THE NATIONAL SE00 PROGRAM--ITS BACKGROUND, IMPLEMENTATION, OUTCOMES, AND EFFECTIVENESS; AND (2) BY SUGGESTING WAYS IN WHICH THE RELATIONSHIPS AMOUNG THESE VARIABLE CAN BE N INTERPRETED.
