Abstract: THIS CONTRACT WILL DETERMINE THE COSTS OF PROVIDING MEALS TO ELDERLY PERSONS UNDER TITLE III(C) AND ACCOUNT FOR THE VARIATION IN THOSE COSTS. A SAMPLE OF 120 PROJECTS WILL BE VISITED TO OBTAIN COST DATA THROUGH AN EXAMINATION OF PROJECT RECORDS. MEAL SAMPLES WILL BE SUBMITTED FOR LABORATORY ANALYSES. FINDINGS WILL IDENTIFY AREAS WHERE COSTS CONTAINMENT MEASURES MAY BE INTRODUCED, AND TO THE LEGISLATIVE MANDATE TO ANALYZE DIFFERENCES IN UNIT COSTS BETWEE
