Abstract: THE OBJECTIVE OF THE SURVEY IS TO DETERMINE THE ATTITUDES & RECOMMENDATIONS OF INDUSTRY, STATE & LOCAL AIR PROGRAM AGENCIES, AND PUBLIC INTEREST GROUPS. IN ORDER TO MAKE CERTAIN THAT THE CONTROLLED TRADING STRATEGY IS SAFEGUARDS CLEAN AIR ACT OBJECTIVES.
