Abstract: A CERTIFICATION REQUIREMENT IS NECESSARY IN ORDER ENSURE THAT ONLY LEGITIMATE MINORITY BUSINESSES PARTICIPATE IN THE DOT PROGRAM, RATHER THAN "FRONTS" WHICH ARE NOT REALLY MINORITY OWNED AND OPERATED BUSINESSES, BUT PRETEND TO BE SO IN ORDER TO TAKE UNFAIR ADVANTAGE OF THE MBE PROGRAM. INFORMATION ABOUT THE OWNERSHIP AND CONTROL OF THE FIRMS IS NECESSARY TO WEEK OUT SUCH UNWANTED PARTICIPANTS
