Abstract: THIS SURVEY OF LOCAL OFFICIALS IN COMMUNITIES WHICH APPLIED UNSUCCESSFULLY TO THE SMALL CITIES CDBG PROGRAM, WILL EXAMINE THEIR PLANNING METHODS USED IN APPLYING. NO-SUCH INFORMATION CURRENTLY EXISTS. SURVEY DATA WILL BE ANALYZED TOGETHER WITH DATA FROM A SURVEY OF SUCESSFUL APPLICANTS (ALREADY UNDERTAKEN) TO PINPOINT HOW TECHNICAL ASSISTANCE COULD IMPROVE THE QUALITY OF APPLICATIONS AND PROPOSED PROJECTS (OCTOBER 1981)
