ALL DISCRETIONARY APPLICATIONS ARE SUBJECTED TO A COMPTETIVE OBJECTIVE REVIEW CONDUCTED BY PERSONS INDEPENDENT OF THE PROGRAM OFFICE CONCERNED, AS PART OF THE AWARD PROCESS.
