SECOND, THE NEDS DATA ARE OFTEN INCOMPLETE, OUT-OF-DATE, OR OF LOW QUALITY. DURING THE ONE-YEAR APPROVAL PERIOD, OMB WILL WORK WITH EPA TO IMPROVE BURDEN ESTIMATES AND DATA COMPLETENESS.
