Abstract: PUBLIC LAW 96-223 PROVIDES LOW INCOME ENERGY ASSISTANCE PAYMENTS TO INDIVIDUALS WITH LOW INCOME. THIS INFORMATION IS USED TO DETERMINE THE AMOUNT OF THE QUARTERLY CALENDAR PERIOD AWARDS TO EACH STATE AND TO REALLOCATE ANY EXCESS FEDERAL FUNDS AMONG THE VARIOUS STATES.
