Abstract: THE WATER RESOURCES XOUNCIL PROVIDES FUNDING TO THE STATES FOR CONDUCT OF COMPREHENSIVE WATER AND RELATED RESOURCES PLANNING. THE MAJOR COMPONENTS OF THE PLANNING PROCESS ARE GENERAL STUDIES, SPECIAL STUDIES, AND PLAN FORMULATION. FEDERAL AND NON-FEDERAL MATCHING SHARES ARE FOR EXPENSES WHICH ARE REASONABLE AND ALLOWABLE TO THE STATE PLANNING EFFORT, INCLUDING, BUT NOT LIMITED TO PERSONAL SERVICES, TRAINING OF PERSONNEL, FRINGE BENEFITS, CONSULTAN
