Abstract: THE DEFENSE SECTOR IS THE FASTEST GROWING PART OF THE CRIMINAL JUSTICE SYSTEM, AND LOCAL AND STATE TRAINING HAS MUSHROOMED SINCE 1970 ALBEIT IN AN AD HOC MANNER.
