Abstract: BIFAD IS ROUTINELY ASKED BY AID TO PROVIDE POTENTIAL UNIVERSITY CONTRACTORS, WHICH HAVE PRESCRIBED QUALIFICATIONS. ALL UNIVERSITY FILES ON AREAS OF CAPACITY AND INTEREST MUST BE SEARCHED FOR EACH REQUEST. AS EACH UNIVERSITY IS UNIQUE IN AREAS OF EXPERIENCE AND COMPETENCE, THE FILE OF INFORMATION IS TOO LARGE AND COMPLEX TO MANIPULATE MANUALLY. THIS QUESTIONNAIRE WILL STANDARDIZE UNIVERSITY RESPONSES AND PERMIT COMPUTER STORAGE & RETRIEVAL. STARTING 1/5/81
