Abstract: THIS ANNUAL REPORT TO CONGRESS IS SUBMITTED IN ACCORDANCE WITH THE REQUIREMENTS OF SECTION 213(C) OF THE MERCHANT MARINE ACT OF 1936, AS AMENDED WHICH PROVIDES THAT: "THE RELATIVE COST OF CONSTRUCTION OR RECONDITIONING OF COMPARABLE OCEAN VESSELS IN SHIPYARDS IN THE VARIOUS COASTAL DISTRICTS IF THE UNITED STATES, TOGETHER WITH RECOMMENDATIONS AS TO HOW SUCH SHIPYARDS MAY COMPETE FOR WORK ON AN EQUALIZED BASIS."
