Abstract: PURPOSE IS TO MAKE FEDERAL ECONOMIC DEVELOPMENT PROGRAMS WORK BETTER B LINKING THEM WITH EMPLOYMENT AND TRAINING PROGRAMS. THE ADDENDUM WILL PRODUCE AN EMPLOYMENT PLAN THAT ASSURES EDA-CREATED JOBS ARE MADE AVAILABLE TO THE LONG-TERM UNEMPLOYED.
