The request for
continued collection of data on a monthly basis and for a revision
of the data elements is disapproved. The Department may continue to
collect ESARS data for the month of January and also collect data
once a quarter from all SESA's. In addition, the Department may
collect data on a more frequent basis from SESA's that have been
identified as having a specific problem and to which the Department
is providing assistance toward remedying the problem. For such
SESA's the Department is to require reporting, more frequently than
quarterly, of only those data elements specifically dealing with
the identified problems. The Department is to provide OMB with a
listing of each SESA required to report more frequently than
quarterly and in January.That list is to identify each State, the
problem that caused the additional reporting, the specifics of the
reporting requirement and an estimate of the reporting burden
imposed. The burden estimate shall be for each State, taking
regular reporting into consideration as well as the special
reporting. These reports are to b provided by April 15 and each
quarter thereafter and shall also provid national level data for
the quarter and the FY to date. An aggregate of 100,000 hours of
reporting during FY l981 is allowed for the ESARS system. This
aggregate does not include hours spent by the SESA'S for State
changes and documentation not required to meet a Federal
specification.

PROVIDE AS MUCH DETAIL AS POSSIBLE IN A SYSTEM OF THIS KIND WITH
RESPECT TO SERVICES PROVIDED BY THE AFFILIATED STATE AGENCIES TO
VARIOUS APPLICANT GROUPS. THE DATA ARE USED AT STATE AND FEDERAL
LEVELS FOR PLANNING, BUDGETING, OPERATIONS, AND EVALUATION OF THE
PUBLIC EMPLOYMENT SERVICE AND THE WIN AND FOOD STAMP
PROGRAMS.
