Abstract: CONTAINS THREE INSTRUMENTS CONCERNING THE CHARACTERISTICS OF MULTI FAMILY HOUSING SPONSORS AND THE PROJECTS THEY DEVELOP. THE SURVEYS ARE NEEDED TO COMPLETE A STUDY OF MULTI-FAMILY DEVELOPMENT COSTS AND WILL BE USED WITH OTHER DATA TO ANALYZE DEVELOPMENT COSTS ACROSS A RANGE OF HUD PROGRAMS.
