This request for
clearance is disapproved because of the following: 1.) it exceeds
the requirements of Section 709(c) of Title VII of the Civil Rights
Act of 1964, 2.) it is of little practical utility to the EEOC as
evidenced by repeated waivers of filing dates, and 3.) it is
excessively onerous and costly for respondents to complete the
report. OMB will consider a request for approval under the
Paperwork Reduction Act and E.O. 12291 of a recordkeeping
requirement consonant with Sec. 709(c) of the Act. We believe that
it is not necessary to have a reporting requirement for the
Commission to discharge its responsibilities with respect to unfair
apprenticeship selections and assignments.
