Abstract: SECTION 510(D) OF SMCRA (P.L. 95-87) AUTHORIZES MINING ON PRIME FRMLANDS IF THE PROPOSED PERMITTEE HAS THE TECHNOLOGICAL CAPABILITY OF RESTORING THE LAND AFTER MINING AND CAN MEET CERTAIN SOIL RECONSTRUCTION REQUIREMENTS. THIS INFORMATION COLLECTION REQUIREMENT IMPLEMENTS THE STATUTORY MANDATE. THE INFORMATION IS USED BY OSM TO ENFORCE THE REQUIREMENTS OF P.L. 95-87.
