Abstract: THESE REQUIREMENTS ARE NECESSARY TO INSURE THAT THE STATE REGULATORY AUTHORITY IS UTILIZING THE PROPER RESOURCES AND PROCEDURES IN CONDUCTING A PLANNING TYPE REVIEW OF THE PETITION PROCESS. THE INFORMATION GATHERED DURING THISPROCESS WILL AID THE REGULATORY AUTHORITY IN MAKING OBJECTIVE DECISIONS IN DESIGNATING LAND AREAS OF A STATE UNSUITABLE FOR ALL OR CERTAIN TYPES OF SURFACE COAL MINING OPERATIONS.
