Abstract: SECTION 503(A) OF P.L. 95-87 REQUIRES A STATE WISHING TO ASSUME EXCLUSIVE JURISDICTION ONVER THE REGULATION OF SURFACE COAL MINING OPERATIONS ON NON-FEDERAL LANDS TO SUBMIT A PROGRAM.
