Terms of Clearance: Disapproved because: 1) Although DOI requested reconsideration because the rescission of the ycc program does not affect 30 states, doi faile to demonstrate why the information is needed for those 30 states, how the information will be used, why the level of detail proposed is required, 2) omb unable to verify accurately the number of burden hour DOI claims decreased use of the form but proposes an additional 100 burden hours over the hours in the inventory. further, the number of hours claimed to fill out the form--1 hour--seems substantially too lo It appears that although it might only take an h to fill out the form per se, the amount of work needed to gather and manipulate the informa tion needed for the form would be substantial, 3) DOI failed to justif the need of the detailed infomation requested to respond to annual Congressional reporting requirements on "program accomplishments", an 4) since much of the ycc program is proposed to be rescinded, DOI fail to justify why the detailed information contained on the form is neede for "program justification". It would seem that there is no need to justify the program if the department has decided to rescind most of i
