Abstract: THE STATE STUDENT FINANCIAL ASSISTANCE TRAINING PROGRAM WAS AUTHORIZED BY P.L. 94-482, SECTION 131(B), ENACTED OCTOBER 12, 1976. THAT STATUTE ADDED A NEW SECTION 493C TO THE HIGHER EDUCATION ACT, AUTHORIZING INCENTIVE GRANTS (DRAWN FROM APPROPRIATIONS AND FUND SETASIDES) TO STATES TO BE ADMINISTERED, IN CONSULTATION WITH STATEWIDE FINANCIAL AID ADMINISTRATOR ORGANIZATIONS, TO DESIGN AND DEVELOP TRAINING PROGRAMS TO INCREASE THE PROFICIENCY OF INSTITUTIONAL
