Abstract: ESTABLISHED BY THE EDUCATION AMENDMENTS OF 1972, (TITLE III WHICH AMENDED SECTION 404 OF THE GENERAL EDUCATION PROVISION ACT), THIS PROGRAM WAS CREATED TO IMPROVE THE EFFECTIVENESS OF POSTSECONDARY EDUCATION.
