Abstract: A PUBLICLY OWNED TREATMENT WORKS SEEKING A VARIANCE FROM OTHERWISE APPLICABLE EFFLUENT LIMITATIONS FOR DISCHARGES INTO MARINE WATERS MUST SUBMIT A REQUEST DEMONSTRATING WHY SUCH VARIANCE IS JUSTIFIED.
