Abstract: THIS INFORMATION IS NECESSARY SO THAT WHEN FEDERAL REGULATIONS CHANGE UPON WHICH A STATE PROGRAM IS BASED, THE STATE UPDATES ITS PROGRAM AND PROVIDES EPA WITH UPDATED INFORMATION AS TO HOW THE PROGRAM WILL BE CHANGED ALONG WITH THE NECESSARY LEGAL AUTHORITY TO MAKE ANY NEEDED CHANGES (40 CFR SEC. 123.13(B)(1) AND 123.13(G).
