Abstract: THIS REQUIREMENT IS REGULATORY BASED ON THE PROVISION IN THE CLEAN AIR ACT (SEC. 165(C)) WHICH REQUIRES THAT PSD PERMITS BE ISSUED WITHIN ONE YEAR OF THE DATE THE APPLICATION IS RECEIVED. IN ORDER TO COMPLY WITH THIS STATUTORY DEADLINE, THIS REQUIREMENT (124.4(E)) ALLOWS PSD PERMIT TO BE CONSOLIDATED ONLY WITH THE WRITTEN CONSENT OF THE PERMITTEE.
